I am opposed to any rule change that does not require these devices to be safely stowed away during take-off and landing. It doesn't matter if it's turned on or not, a Kindle going flying through the cabin on an aborted landing could do damage - just like all the other items passengers are required to stow away.

I would add that my perspective comes from having seen loose objects go flying around the cabin on a bad landing.
