Yes but still not luxury. If you think you are going to stay in a business class hotel, Gothia Towers will pleasantly surprise you. But if you think you are going to a luxury hotel, it will be a bit of a disappointment.
I was referring to Upper House, not the Gothia Towers hotel.
Upper house's 5 floors are private for its residents. It has a separate reception area/lobby, its own personell, spa, pool and bar that only hotel guests of UH can access (diners with reservations can access its restaurant though). For all customer purposes it's a separate hotel. An apt comparison would be the Las Vegas 4S that's housed in the Mandalay Bay complex.
