As far as I can see, the ZA requirement for one blank page disappears if you query Timatic for destination Namibia, transit South Africa.
If you have a new or relatively unused passport, it's pretty easy to protect double blank pages. Set a stapler to pin, and pin a number of pairs of pages together. Pinning makes it easy to demonstrate double blank pages to anyone who needs to see them, but in practice even the countries that require blank pages (like ZA) are happy to stamp a partially used page.
