Length of delay for compensation purposes is the arrival time at your originally scheduled final destination (airport). In your case if this involved some form of transfer to the original destination from a diverted flight then the transfer time is included in the overall delay time.

For an airline to divert to an alternative airport suggests that the airline might have a possible legitimate defence under the Regulation. Have you been given a written reason for the divert from the arline?

EDIT Just read that this was a late departing flight from FRA to LCY which would have closed before your new arrival time. Given that you made the last train departing from Southend airport which arrived at Stratford at 23.49 compared with your originally scheduled arrival time into LCY of 20.40 then you are potentially eligible for 250 euros, dependent on the airline's reason for the late departure from FRA.
