It works in my case, my preference is "the netherlands and I get it everytime even when I visited the " united states" version the last time.

However everytime I check a reservation online the system changes my dutch emergency phone number to " united states" and adds 01 to the number. Furthermore passport info automatically get's deleted everytime ... It's a strange and outdated system ...
