Yes, they do, especially close in to departure. Many times I've selected something just so that I'll have SOMETHING, then I keep looking frequently or set up an EF alert. Many times I've booked something at 40K and been able to cancel and rebook later at 25K. Right now, I'm sitting with an award flight to Korea that cost 120K, but just now I see that it's 70K so I'm going to call and make the switch. The problem is trying to hang on to the specific seat that I have, but usually one of the agents can help with that.

But, the question is YES, it does happen but you gotta watch for it and be proactive.
