Changi has feedback terminals scattered around the terminals. My wife once commented that the arrivals hall was VERY cold (it was indeed freezing). She received a personalised email back a couple days later saying they sent a repair crew to look at the air conditioners near the terminal she used, and there was indeed a fault, and they thanked her for the information.
I have a feeling you might get a better response contacting Changi directly over Scoot. I doubt you are actually going to get anything from it, but you might get a friendly email back, just don't expect anythign else.
