I don't want to take the risk of booking the transit hotel and lose the deposit because I cannot enter the transit area.

Same for Taipei Taoyuan Airport. China Airlines does not allow baggage check in the night before. Only allows getting the boarding pass using the self-service kiosk 24 hours before the flight.

Only SIA at SIN allows baggage check in 48 hours before the flight.
