This suggests that they weren't aware of how bad they were doing until Hillingdon Council told them. They only appear to have acted after the report, so don't seem to have a satisfactory system of self-evaluation in place.
They would have been told on the day of inspection of any failings and expectations for improvement.
BS did not (and should not) have to wait for the final written report before making changes. Indeed delaying improvements until the final report was provided could count against them when a re-inspection takes place i.e. management failing to make improvements
