This suggests that they weren't aware of how bad they were doing until Hillingdon Council told them. They only appear to have acted after the report, so don't seem to have a satisfactory system of self-evaluation in place.
I'm pretty shocked that neither BA, nor BS carried out inspections of their kitchens and acted upon it earlier.
