That has been my consistent experience. UA agent is too lazy / stupid / undertrained to do it, LH cannot be bothered. Often you get to hear that it is a TSA / FAA requirement not to issue a BP for tomorrow's date.
To make matters work, FRA does not have transfer desks which work. All transfer desks are clogged with illegal immigrants and won't process anything and you cannot transit the additional unnecessary security check in FRA without a BP.
If you absolutely cannot get a BP ahead of time, then normally it is fastest to immigrate, leave the airside and check in and re-clear the main security.
I had to do this a few times as even as an LH SEN, the lounge dragons will not print a BP for you.
