Just to be clear, there is no wording in the quoted rule that prohibits discussion of moderation practices as a whole. There is a prohibition on discussing specific moderation actions (and there's good reason for that rule), but--
assuming it's on-topic for the respective thread/forum--there's nothing wrong with making comments on general principles of moderation.
Just wanted to make that point of information clear.
