A partner booking really isn't that speculative. If the 'rate desk' finds that your award meets routing (and the other award) rules, it will be ticketed. If a rule has been violated (say, you're trying to use a partner carrier of a partner carrier), it's my experience AA will call quickly to discuss alternatives.
