Yes, they are allowed, as long as they meet all of the separate requirements listed.
It doesn't say "Certificates are valid for
all air travel purchases," it says "Certificates are only valid for air travel purchases," which can be rephrased as "Certificates can not be used for things that are not air travel purchases,"
The same applies to #2 and #3, because air travel on another carrier is still an air travel purchase that will have taxes and surcharges, but it isn't allowed because it doesn't meet requirement #3.
