Is this a blanket AC policy? Just ex-MUC? What if the load on a flight ex MUC is 60%?, Do they still ban rollerboards??

I thought personal items had to fit under seat in front of you?

If this is policy, it's absurd. At min, all PE, Lat fares, and status Y should brign them on board.
I fully agree with your opinion, I´m just reporting based on my recent MUC-YYZ flight:

It definitely seemed as if this were a policy in MUC and was strictly enforced. My experience about PE being half empty, me having booked PE with a 99% chance of upgrading (#1 on waitlist, J7) and the check-in agent still having to call his supervisor to ask permission for me take my rollaboard onboard should be a good indication of how "flexible" they are at the moment.

IMO there´s not enough overhead bin space for all Y pax even if all people placed their personal item under the seat in front of them, but I hope AC will find a more reasonable solution such as "anyone who is entitled to use priority check-in/boarding (i.e. J/PE and status pax) can bring onboard their rollaboard".
