Because it's just a pilot scheme at this point in time. Under this new scheme, one has to visit an enrollment centre at either Heathrow or Gatwick to complete the registration. If everyone could apply, the system would be inundated and the queues would stretch to Hatton Cross! After April next year, when fees are introduced, I expect the eligibility criteria to be relaxed.
