I used to be able to get the 50k offer w/ the tab-toggle all the time.
Already have the personal Explorer and a legit small biz.
I'd read through some of the tricks here, see it work and delay the app for no good reason.

As noted elsewhere in this thread, activity might make it disappear. I've recently done:
• Opinion Miles Surveys + enrollment bonus
• Several dines w/ bonuses
• Cancelled award booking

Prior to these events, the card & MP account had been quiet for a while.
I have no idea if any of these affected it but just fyi.
Looks like I'll be doing the url trick w/ CSR follow-through.
Thankfully, I did screen-shot the 50k offer back when I should've applied.
