If there is space available and nobody left to upgrade, I don't see why AA can't let someone with a FC international ticket into the first class domestic cabin when it has space.
Its an idea that sounds great, but how do they do that? With thousands of flights a day, there is no way for programming (at least economical programming) to create such a push. At which point it becomes manual, and manual processes is where problems happen "they upgraded someone else when it should have been me"...
