Similar happened to me. We took a voluntary downgrade to J on a three class segment JFK-LAX - Asked politely a few times, but was clearly told each time that unless the bucket opens up, we have accepted the downgrade. Had alerts set via expert flyer, and the bucket never opened. First went out with only one passenger. I had no problem in J.
Now, that's a problem that should be addressed.
If there is space available and nobody left to upgrade, I don't see why AA can't let someone with a FC international ticket into the first class domestic cabin when it has space.
