Yup. The reset gives you all the channels.

I don't know about the limited channels. I've never had them question me as to why I want a reset, or tell me that I can't have reset done when I've mentioned that I was missing specific channels. I just tell them that I'm missing channels (like NASCAR radio, for example), and they send me the signal.
