While I understand that the eticket number has nothing to do with where miles can be credited, I think it is still accurate to say that in most/all EK/QF tickets, there will be no non-Qantas oneworld miles claimable from tickets plated on Emirates stock.
You are assuming that it is an EK ticket agent making the booking and issuing the ticket, there is nothing to stop a travel agent from doing exactly what you say will not happen if it complies with fare rules.
And since VA and EK still accept each others ticket stock, there is nothing to prevent EK from issuing a ticket which is purely VA (SYD-MEL for example) if that is what the customer wants, as they would rather get the commission from the sale than to have the customer go elsewhere to book the flight. The customer would have to very explicitly state that that is what they want though, and it would not be offered as an option, but it is still possible for it to happen. Back in the old days, I would quite happily (as a QF ticket agent) issue a ticket on AN, on QF (081) stock, IF that is what the customer wanted, and AN would accept it, no questions asked.
