That limit's been there at least since 2012. When I was flying Air NZ in Feb 2012 for my sister's wedding I was going CHC-SYD and unpleasantly surprised to learn that being AC*E at the time was *G on NZ and my 28kg bag was over the 23kg limit.

You get 32kg prob on UA, but not on AC... just like I only get the 32kg perk on AC and not on NZ.
