If there is restrction of "need to use US airlines" and have to fly out of BWI, then it will be hard.

Emirates flies to IAD and there is only 2-4 hours connecting in DXB to CGK. QR outbound requires 14 hours layover in DOH, which I think QR may give hotel?

But I guess this may not be an option
