Regarding the discounts: I do remember not having to ask and getting discount in three poperties:

PP Utrecht, RB Sofia and PI Prague.

In all cases, it was billed to the room, , as fresnke66 noticed.

If I recall right, at PP Utrecht once, I decided to pay at the table after the attendant had regsitered the room # and I got the discount as well.

I believe it's a classic YMMV.
