Witnesses in case the woman wants to claim police brutality? Officers to manage the crowd that will undoubtedly form in the area? Other officers to be ready to handle the "real attack" that happens in case she's just trying to divert attention?
Hogwash. None of those reasons ever enter a cop's mind.
In reality, what happened was, one cop told the woman to move and she refused and started an argument. Witnesses in the article said she was screaming and throwing some sort of temper tantrum.
At this point, the original cop may have called for backup on his radio, or maybe not. But additional cops came to his aid, either because of a radio call, or because they heard the commotion and went to investigate.
