Flying into the U.K. is cheap; flying out of the U.K. is when you get hit with the U.K. APD, and the LHR PSC.

If the OP avoids the U.K. entirely, or flies into the U.K. and out of, say, Paris or Brussels, the fees will typically be lower. Of course, the cost of taking the train from London to Paris or Brussels must be considered.
