i have not found that statement to be correct. last 12 months, we used a card well over 100 times. the single time it was refused, the place was cash only. (was in palermo). the day of chip and pin is probably coming, but until the great american companies ship chip and pin cards, and make chip readers, most of western europe will suck up, and take your money on a regular cc.
