Yes, assuming both flights are under the one booking code/ticket, your bags are checked through to the final destination and you get boarding passes for both flights at your city of origin.

Excellent! Saw a note on Trip Advisor which indicated transfers were time-comsuming at CKG except passengers on Garuda as it read the Garuda International & Domestic terminals were right next to each other.
I've flown into DPS in the past and while I don't recall seeing a special/express "transit" lane, I would suspect it is post-immigration but prior to customs. Have also heard horror stories of long queues to pay the $25 VOA at DPS, but never encountered them.
The International to Domestic ticket on GA is indeed on one booking which originates from SIN. Technically I'll be transferring at SIN as well - arrival on DL on ticket one and transfer to GA on ticket two.
I'm not sure if my initial carrier (Delta) will interline my luggage all of the way, but I'm thinking the cleanest, easiest thing to do will be to enter Singapore in the AM (late arrival = transit hotel for me), claim luggage and then proceed to T3 to check-in with Garuda.
Garuda at T3 can then document my onward travel, issue my boarding passes, and check luggage. Then will just exit Singapore and continue onward.
With any free time I might have, thankfully it's impossible to get bored at Singapore Changi Airport ;-) ^^
