That's not my experience in Manhattan; all of my rentals are one-ways. There are three Icon garages within five blocks of where I live that have 24/7 cars and I have rented from all of them to get to LGA, JFK, and EWR.

I do think there's not enough "critical mass" to support one-ways from outside of NYC into the five boroughs.
