I consider a "processing fee" or anything not allowing a full refund to be a penalty. I have a call in to a Cayman Airways "supervisor" who is supposed to call me back. Not holding my breath.
I agree, but my point is more what the DOT considers to be a "penalty." I would think that an "administrative service charge" is a penalty, but that's for the DOT to clarify.
