Why isn't carry-on baggage size enforced?

As someone who packs very light, I can't help but wonder why DL doesn't force more checks on the masses that abuse the lack of enforcement? It's kind of disgusting to see how many people think the rules don't apply to them. When overhead space runs out and they force later zones to check their carry-ons, doesn't that push depart time for all of us? Would overhead space ever run out if everyone followed the rules? You know what really irks me? The grub bumping into everyone as he navigates to the back of the plane with a 100 pound, overstuffed Occupy Wall Street backpack. Oddly enough, the curbside baggage check is really strict about weight and size limits.
