My point is that the iPad doesn't know what the AP's "driver" is. The problem isn't with the AP's (or their drivers), because that would affect other devices. The problem, is with Apple's "driver" (or firmware).

That is absolutely untrue. It can be firmware, software (a driver), or both. There are plenty of wifi radios out there that work with no drivers (the handler is in the FW). They just happen to be within my field of expertise.
