I hope it can be both a OW lounge & the lounge QR use by giving their 'Elite' PC members an invite during check-in. If QR decide that one of the perks for Silver members is lounge entry they can continue to issue invites (subject to contract with the lounge owners of course). I'm certainly hoping that's the case in other airports where the current lounge is contracted & separate from the OW lounges, though in future it would make economic sense for QR to start using the OW lounges.

To be honest I'm with you & don't think it's very clear at the moment. There are others on this forum with more experience than us who'll no doubt chip in but I guess on 30th October it'll all become clear!
