I am not sure about the other lounges but last I checked at the Dubai First Class Lounge, they were allowing F pax to bring in 1 guest irrespective of their Skywards status. As per Skywards rules, only Gold and Platinum pax are allowed 1 guest in the EK Lounges - this rule may be in effect at the outstation lounges.
