Yes, but if you are entering the terminal from dxb they scan your boarding pass before immigration, I think they only let you in if you have less than 8 hours to your flight.
I'm not so sure as I have always departed ex DXB and never had a problem gaining access and as I said earlier the longest I have spent in the F lounge was 17 hours!
