It appears that the PDX-OAK flight 2589 took off on-time but had a technical issue and turned around and returned to PDX over an hour later. They swapped aircraft in PDX and the flight took off again for OAK. This would explain why there wasn't advanced notification of the delay. Regardless, it sounds like communication probably could have been better.
