I believe that at least here in the USA, all you need is to have prescription medication (labelled with a pharmacy label) that needs syringes to use in order to bring syringes with you. I take a lot of injection medications and have tossed in as many as a hundred single use syringes into my carry-on and TSA has only glanced at the multiple bottles of medication and never raised an eyebrow at the syringes.
