Probably equipped with sensors which activates the "extraction" fans when they detect high/potentially dangerous concentrations of CO, CO2, smoke, etc.

A less optimistic alternative....Fans belong to City of Detroit and have been shut down due to inadequate funds to pay City's 'lectric bill....
