If the booking classes were static, this would be just N-1 tables (for N partners).

But both the operating carrier and the point-accumulating program make changes during the year. You'd need a pretty robust representation of time in your mapping. (A recent example, on 2013-08-31 LH flights in P earned 150% mileage in United Mileage Plus. On 2013-09-01 they earned 100%).
