Well the fans only seem to move from the airflow made by cars and trucks. I don't think I've ever seen them moving on their own.
If they are thinking like me (which makes them very smart), the fans generate electricity for the airport and use the traffic as its source of energy, which is "free" (since the traffic was going to be there anyway).
