it doesn't suggest that at all... it is referring to non-cx/KA lounges. I would expect, flying on a KA code share ex hkg to be allowed entry to a cx/KA lounge. otherwise, for the few measly miles why would I bother to book the code share?
I wouldn't be expecting it if relying on OW status since the OW rules are clear that a flight has to be both marketed by and operated by a OW carrier in order to be entitled to lounge access via status ( as per

I would view any airline that did offer it as going beyond what is required rather than be an expectation
