I did go to the Ceasar's Palace SPA last time I was in Vegas (May 2013) and it was VERY happening on a Sunday afternoon. A little bit pricey, but worth it, IMO.
I like QUA at Ceasars a lot also. If you get a treatment (which is very overpriced and not too good IMO), they don't charge you for the day use of the spa.

A way to save $ is to buy the spa finders gift cards at Costco. QUA takes those so it's a 20% savings.
