If you can buy up at check in then you will get the allowance which should work. You need to be prepared to pay bag fees if there is no buy up offered.

BUT factors that comes to mind:

Does planes that serve your cities have first class?

Also you have to be careful about small regional jets/plane where weight and balance can be an issue and baggage/passengers offloaded without compensation.
