[Having read the below two comments I will add I have not flown OF since 2011, so perhaps it has deteriorated sharply since then!]
The offer is also valid for semi-flexible fares, buckets C and D. In that case you have to book your upgrade until Sep 24 for travel before Nov 12. If you buy a full fare J fare you can book your upgrade up until Nov 12. At least that is what it says on the BA site.
