Interesting - I saw one of these when I was getting my Hertz 24/7 the other day, and had no idea why it was there. While I'm only 7 blocks from the HLE, the garage is about 2 blocks away, so it is somewhat more convenient.

Edit: this particular location isn't showing on Hertz.com, but another one a few blocks away is. Maybe it hasn't been activated yet.
