I haven't stayed at either, but I have family that lives very near the Radisson in Paschim Vihar, and I can say from recent experience that the traffic can be quite a mess in that area. If you don't need to be out there for any particular reason, it is just going to add lots of time to your traveling to any of the tourist sites in Delhi. My recollection is that there are some comments on the Club Carlson board about that property, which you may want to read as well.
