Be careful. My wife signed up for the offer a few weeks ago in a branch. The woman who gave her the card was actually the branch manager and promised she would get the terms. (My wife actually went over all of the terms of the offer in detail.) It turns out she just gave my wife the publicly available offer of 20,000 points and no 5x. When we emailed her she played dumb.
Now we are in the process of having it investigated with Citi corporate, but who knows what will come of that. The moral of the story is that something needs to be in writing or you are not guaranteed to get the offer. Everyone I have dealt with at Citi has told me the offer expired on July 28th. (Of course the branch manager never made mention of this upon application.)
