You see that a lot, not just in the Daily Mail, as the headlines and the other sections are often written by different people to the main article.
I remember one headline saying "Elf and safety gone mad", then in the article specifically said the issue wasn't health and safety and some "outrage" over gays where the article said there'd been very view complaints.
