I arrived at about 1 pm today (9/8/13) at T8. The customs lines were huge (GE helped me avoid any delays). I've been through there many times (even pre-GE), but have never seen such long customs lines.
Passport check lines have generally been the delay causer.
Citizens as well as non-citizens must all pass through customs.
