I don't believe this is correct. GAs are not supposed to choose who to upgrade; they are supposed to go by the list.
If OP goes to the airport and is still in Y, he should ask an airport agent to add him to the airport list. Someone with more knowledge of the PALL list can give you the proper designation, but you should be listed above elites in Y requesting upgrades and below pax confirmed in F without a seat assignment (someone correct me if I'm wrong).
Before airport control, the only thing you can do is monitor for Z inventory on the domestic flight. Or if you are very valuable to AA, you can try asking an AAgent to put in a request to RM to open Z inventory.
